Maureen Testoni has been representing health care providers in law firms, in trade associations, and on Capitol Hill for almost 30 years, providing legal, policy and advocacy counsel.
Maureen is a national expert on all aspects of the 340B program, having spent almost 7 years at 340B Health, the national trade association representing more than 1,300 340B hospitals and health systems. She most recently served as the Senior Vice President and General Counsel at 340B Health, where she oversaw the Legal, Policy, and Government Affairs Division, working to influence law and policy regarding the 340B program. Maureen also regularly provided direct assistance to health systems regarding 340B implementation, compliance, audits and appeals, and federal policy.
Maureen’s work in private practice has included representing — and working with Mike Flanagan in the representation of — hospitals, nursing homes, home health agencies, and other providers of health care services regarding compliance with Medicare and Medicaid reimbursement, fraud and abuse laws, and HIPAA.
In addition to her years of work with 340B Health, Maureen’s significant experience with health care trade associations further includes serving as Senior Director for Legal and Regulatory Affairs at the American Psychological Association. In each trade association role, she advised the associations and their members on legal and advocacy issues.
Maureen also spent several years on Capitol Hill advising members of Congress on health care policy.
Maureen is a member of the D.C. and Virginia bars. She received her law degree from The George Washington University National Law Center, with honors, and her BA in Public Policy from the University of Chicago.
